The Wairoa River flows north from the Kaimai Range into Tauranga Harbour between Bethlehem and Te Puna, passing under State Highway 2 at the Wairoa River Bridge. Fish & Game describes its lower reaches as tidal and reached by boat from the boat ramp at the SH2 bridge, with brown and rainbow trout in the river.
Spring, when whitebait are running and before the river warms, is the ideal time to target the lower river. Downstream of the SH2 bridge you can fish all year with fly, spin or bait.

Tidal near the harbour, and hydro releases from the Kaimai scheme can raise or drop the river level quickly.
What to Expect
The Wairoa runs about 14 km from the Opuiaki River to Tauranga Harbour. Its flow is shaped by the Kaimai hydro scheme, and water is diverted to the Ruahihi Power Station before the river reaches its lower reaches. Fish & Game warns that because of hydro operations, water levels can change dramatically, and the Omanawa River joins below Ruahihi.
At the SH2 bridge, the aerial photo shows a wide, slow river with a gravel car park and ramp on the southern bank, reached from Wairoa Road just off the highway.
Fish & Game notes that the lower reaches are tidal and best reached by boat from this ramp, while anglers favour the middle and upper reaches off SH29. Much of the wider district fishery runs through private land, so ask landowners before crossing farmland.
Beside the bridge is Te Roto Horua, a wāhi tapu of Ngāti Ranginui and Ngāti Kahu registered by Heritage New Zealand. It covers part of the riverbed and bank and is marked private with no public access. Do not fish or walk into that stretch.
How to Fish the Wairoa River
When and where
Fish & Game says spring, when whitebait are running, is an ideal time to target the lower river, before it warms up in summer. A boat from the SH2 ramp gives the best access to the tidal water. Watch the river level: hydro releases can raise or drop it quickly.
Methods
Fish & Game rates spin fishing as the best method on this large waterway. Below the SH2 bridge, bait is also allowed. Upstream, between the bridge and Lake McLaren, only fly and spin are allowed, and soft baits count as spinning gear.
What to catch
- Brown and rainbow trout: both are present in the river.
- Lures: ask at a Tauranga tackle shop for spinners that suit the lower river.
Getting There and Facilities
- Driving: from Bethlehem, head west on SH2 to the Wairoa River Bridge and turn onto Wairoa Road just before it.
- Boat ramp: the ramp and a gravel car park sit on the southern bank beside the bridge.
- Private land: much of the river runs through farmland. Get permission before crossing private property.
- Traffic: SH2 is busy here. Take care turning in and out, and walking near the bridge.
Rules and Safety
- The river follows the Fish & Game Eastern Region rules. Wairoa River downstream of Lake McLaren: open all year, fly and spin. Downstream of the SH2 bridge: open all year, fly, spin and bait. Check the current regulations for limits.
- The Ruahihi Canal section enclosing the artificial spawning bed is closed to fishing.
- In bait water you may not use whole fish from another water as bait. No fishing between midnight and 5am. A licence is needed and must be carried.
- Freshwater rules apply up to 500 metres from where the river meets the sea at low tide. Beyond that, Tauranga Harbour follows MPI’s Auckland and Kermadec sea rules.
- Te Roto Horua, beside the SH2 bridge, is a wāhi tapu with no public access. Keep out of that part of the river and bank.
- Hydro releases can change the river level fast. Do not wade where you could be caught by rising water.
